IEEE Transactions on Emerging Topics in Computing Author Information

This journal is a hybrid publication, allowing either traditional manuscript submission or author-paid Open Access (OA) manuscript submission. Read about OA submissions here.

Detailed information on submitting your paper to an IEEE Computer Society publication can be found on the  Author Guidelines page. TETC manuscript types and submission length guidelines are described below. All page limits include references and author biographies (when requested).

For all special section and technical tracks, the technical contents of a submitted manuscript must be both of research type and of an emerging nature, and must fall within the scope and competencies of the Computer Society. Purely theoretical, technological, or lacking methodological-and-generality papers are not suitable for TETC. The submissions must include clear evaluations of the proposed solutions (based on simulation and/or implementation results) and comparison to state-of-the-art solutions. Manuscripts not abiding by these requirements will be administratively rejected.

Submitted articles must describe original research that is not published or currently under review by other journals or conferences. Extended versions of published conference papers (to be included as part of the submission together with a summary of differences) are welcome, but there must be at least 40% new impacting technical/scientific material in the submitted journal version and there should be less than 50% verbatim similarity level as reported by a tool (such as CrossRef).

All submitted manuscripts will be screened using a similarity checker tool. As an author, you are responsible for understanding and adhering to our submission guidelinesPlease thoroughly read these before submitting your manuscript.

Submissions not abiding by TETC’s specifications and style, will be administratively rejected.

Lengths of Manuscript Types

Starting December 1st, 2023, TETC will/does no longer consider new submissions of “short papers”. Short papers already in the system, will continue their review process.

Only “Special Section and Technical Track regular papers are considered.

The following format, style and length policies/requirements applies to all submissions.

  • Submissions must be in double-column IEEE style and range from 10 to 12 full pages, with no less than 8 full pages of impactful technical material, i.e., at least 8 full pages without considering bibliography and biographies.
  • They can exceed the 12-page limit up to 16 pages, subject to MOPC (details below).
  • Exceptionally, longer manuscripts must be pre-approved (before finalizing the submission) by the EIC and can be up to 20 pages maximum, subject to MOPC.
  • All above page limits include references and mandatory author biographies.
  • “Rotated”, and/or extra-small and/or over-large figures and tables are not acceptable.
  • Papers which are not self-contained, e.g., even when “split” over two or more submissions, are not acceptable.

A double-column page is defined as a 7.875″ x 10.75″ page with 9.5-point type and 11.5-point vertical spacing. These length limits consider reasonably sized figures and references.

Mandatory Overlength Page Charges (MOPC)

For ALL special sections and regular paper technical track submissions, pages exceeding the upper limit of 12 after final layout of the accepted manuscript is complete, are subject to Mandatory Overlength Page Charges (MOPC). Please note:

  1. ALL special sections and regular paper technical track submissions exceeding 12 pages at any time of the review process must explicitly report, in the related cover letter, a declaration that the authors are aware of the MOPC policies and, when due, they will pay the related charges without requesting any future waiving. Please note that the MOPC policies and the amount of final charges effectively apply to ALL special sections and regular paper (technical track) submissions exceeding 12 pages after final layout of the accepted manuscript.
  2. ALL supplemental material must be submitted as separate files and must not be included within the same PDF file as the main paper submission.
  3. There is no page limit on supplemental files.

Bibliography

TETC‘s policies require that all bibliography items report the full and complete list of coauthors; the “et alii” or similar styles are not accepted. For all special sections and regular paper technical track submissions, the bibliography must not exceed 45 items.

TETC has strict policies about the relevance of the references and the number and relevance of self-citations. Only references that are highly relevant to the submission should be included in the bibliography. In addition, the number of self-cited papers (authored or coauthored) for a single coauthor cannot exceed 10% of the total number of references (rounded to the closest integer), and, overall, the number of self-cited papers cumulatively by all coauthors cannot exceed 20% of the total number of references (rounded to the closest integer). Exceptions to these bibliography policies must be motivated and requested by the authors, and pre-approved by the EIC, prior to the manuscript’s submission.

Biographies

For all special sections and regular paper technical track submissions, authors’ biographies are requested at the time of the first submission. Each author’s biography must not exceed 150 words, and all the author biographies must fit at most on one page and a half. 

The authors have the choice to opt-out of the requested biographies provided that: (1) they declare the reason(s) for their opt-out choice in the cover letter submitted with the first version of the manuscript; (2) in the same cover letter, they declare that they are aware that the biography opt-out is a final choice and no biographies can/will be added at later stages, including to the final accepted paper; and (3) at the end of the first and following versions of the submitted manuscript, in place of the opted-out biographies, it is required for each author to be listed with their first and last name and the statement “biography not provided by author’s choice.”

Cover Letter

To provide a submission cover letter is not a mandatory requirement, but an Authors’ choice. Authors wishing to provide a cover letter are requested to abstain from writing: i) any type of self-assessment about their submission, inclusive of these referred to the Journal/Editors/Reviewers/Readers/…, ii) any list of preferred/suggested/recommended reviewers, iii) any summary of differences with previous work, as the summary of differences with previous conference published papers needs to be uploaded (inclusive of the conference paper) as separate items together with the journal submitted manuscript.
