Abstract
Under the background of increasing energy consumption and global warming, it is urgent to reduce carbon emissions the empirical analysis based on the data of 30 Chinese provinces for the environmental regulation through the rationalization of industrial structure impact on carbon emissions shows that environmental regulation can effectively inhibit the carbon intensity in China, and the mediation effect analysis results show that the increase of environmental regulation can promote regional industrial structure tends to rationalization. But there is contradiction between carbon emissions and industrial structure rationalization, this may be caused by regional differences. Environmental regulation of emissions reduction effect to some extent is offset for the rationalization of the industrial structure of the carbon emissions. Therefore, in the future, the formulation and implementation of environmental regulation policies should not be one-size-fits-all. Targeted environmental regulation policies should be adopted according to local conditions to guide the rational development of industrial structure and promote the development of China's low-carbon economy.
