Prof. (DR.) K Subramanian, past chair of the IEEE Delhi Section, was the founding director and professor at Advanced Centre for Informatics and Innovative Learning (ACIIL), IGNOU. He pioneered introducing and managing 28 ME/MBA advanced courses through Institutional Partnership. One of the founding creators of the National Informatics Centre (NIC) GOI and IT adviser to CAG of India. He has over four and half decades of experience in architecture, design, development, implementation of government informatics, and auditing technology and systems in the Union of India (federal, state, and district). Major contributor in introducing technology, innovation, modernization of finance, BFSI, mega IT projects of railways, police, passport, immigration, postal, and telecom. He has initiated advanced research and contributed to formulating national and international cyber security, audit, and forensics standards. In the field of education, educational reforms, and governance, he is an expert covering ICT for and in education, developed and implemented Multilayer Open-Source eLearning & Management Framework. He prepared a blueprint document for the Government of Japan, “Education on Demand.”

One has to create Trust and Trust cannot be bought. From single layer trust to multilayer trust is described. Once trust is created, because of the enterprises’ need tomorrow, trust has to be governed. A multi layer techno management framework for governance and trust will lead to cyber assurance.

Analytics Fuels Growth of a Nation
Big data is fuelling the growth economy of the emerging nation. In order to fully understand this growth, big data has to be viewed as more of an enabler than just a technical paradigm. Data volumes are growing, and the pace of that growth is accelerating. Sensor data, log files, social media, and other sources have emerged, bringing a volume, velocity, and variety of data that far outstrips traditional data warehousing approaches. Forward-looking organizations are harnessing these new sources in creative ways to achieve unprecedented value and competitive advantage. The large enterprises comprising a smaller fraction of the landscape are the most aggressive in their big data rollout strategies. These enterprises are looking to understand their customer segment better to increase sales. From analyzing customer influences on preferred telecommunications carriers to personalized customer offers big data analytics is increasingly playing a vital role. Micro market segmentation and analysis are also playing a key role, given the diversity and vastness of the local market. The public sector not only consumes, but also generates a lot of data. Government sectors like security and finance are already relying on big data across most functional operations. Healthcare and industry policy reforms will be the next to embrace the wave. Increased data adoption in government will also considerably ease cross-functioning of the sectors and lead to better citizen services. Additionally, big data is helping the domestic industry to move more towards compliance, and analytics is helping ensure that we meet regulations per local and international standards. This is helping local industries adapt to government policies and reduce compliance costs. The emerging trend is to move more and drive better business performance. Fraud and Compliance: If you are responsible for security, fraud prevention, or compliance, then data is your best friend – if you can use it to identify and address issues before they become problems. The fact is, security landscapes and compliance requirements are constantly evolving, as are the methods that the bad guys are using to defraud your business and customers. The eight innovative use cases are presented, pertaining to India. Infarct, these are applicable to all nations. Apart from these, the talk also outlines the highlights of the US report on analytics2016, which is adaptable to all nations for growth and sustainable development. Machine and operational data to the cloud for cheaper processing, while the operational ROI is enormous. It is also forecasted that the small and medium industry will be a strong player given the limited resources to funds and the need to realize the potential of their data.

Internet, Globalization, Information technology, and web technologies have made the world flat today as a global village, transcending political and national boundaries. They interconnect people all over the world in the virtual world of cyberspace– the virtual space behind the computer screen. Innovations in communications technology keep us all wired 24/7. Cyberspace is currently used for social interactions and networking through emails, instant messaging, or video telephony, while commercial enterprises and organizations transact business globally, transferring massive information and funds at phenomenal speed through optical fibers using wireless and satellite technology. It is also fraught with threats from organized criminals of the cyber underworld running an underground cyber economy. There is thus a need for governing this virtual world to support global social, political, and economic collaboration and exchange while managing associated risks. The objective is to provide trustworthy and efficient computing in cyber space, calling for an effective governance of cyberspace. This is a paradigm shift from eSecurity to eAssurance in cyberspace. This presentation outlines the ramifications of governing such a cyberspace that impacts individual human life, social life, global business, and governments on such a massive scale in a borderless world, and describes the different facets of cyber governance and how do we design and implement efficient, effective, and trustworthy cyber governance systems? Ultimately cyber governance must lead to cyber-assurance, that governance leads to IT value delivery and IT risk management, with due consideration of the Global, National, and corporate perspectives of Cyber governance and Cyber assurance.
